Title: Animal health surveillance by quadrant – A new “intelligent” agricultural surveillance system


Brazil is the world's largest exporter of meat and Mato Grosso do Sul is one of the most important states in animal production. This work aims to show a new agricultural surveillance system that was implemented in the state of Mato Grosso do Sul and Campo Grande serving as a pilot project, where each municipality was mapped in quadrants, geographically resized and the risk classification of each was carried out. Annual health and financial planning of the Local Units of Veterinary Care is carried out of activities of the Epidemiological Units through the health inventory, analysis of satellite images and maps, defining the epidemiological profile of the quadrant and the number of visits / years, where all areas of the municipality receive surveillance of agricultural defense, the schedule for carrying out activities and projections of operating costs. Actions are tracked and recorded based on the compulsory use of GPS devices. In this way, the actions are transparent, reliable and their results can be analyzed monthly to plan future actions. As a result, surveillance actions were no longer carried out only on demand, complaints or losses and became active, covering all areas of the municipalities and not only those closest to the Local Unit; the registration information and the health programs were updated and the activities became totally transparent and reliable, which allowed to control and monitor all the operational actions of the health defense services. There is the understanding that if implemented in other federative units, it will be a differential in the Health Defense Services of Brazil.


Experience in the elaboration of surveillance protocols and agricultural health defense, as a servant of the State Agency for Animal and Vegetal Sanitary Defense of Mato Grosso do Sul, Brazil, since 1986; instituted and applied the course on: The importance and application of GPS, GPS TrackMaker and Google Earth in the defense of agricultural health, being also its Instructor; Prepared the geographic resizing of the state of Mato Grosso do Sul; instituted the annual Sanitary and Financial Planning Workshop of the Local Veterinary Units, being also its Instructor; institutes the Integrated Audit System in Agricultural Sanitary Surveillance. Its unprecedented model of Animal Sanitary Surveillance by Quadrant eliminates improvisations and the absence of geographic areas without surveillance services, in addition to allowing the effectiveness of audits with security, agility and transparency in the planning, implementation and execution of sanitary surveillance actions with the projections of annual operating costs. It built this System after years of experience in the routine of attending health events and implementing a pilot project at the Campo Grande Local Unit, MS, Brazil, 2018 and 2020, implemented throughout the state of Mato Grosso do Sul.
